With the publication of this last 2014
issue of our Newsletter we wish to thank you for the trust you have placed
in us and for your valued cooperation during the year that is now drawing
to a close. We are eagerly looking forward to continuing our fruitful
relationship in 2015. Your positive feedback concerning our paperless e-mail newsletter launched in 2014 has proved to be highly motivating and has encouraged us to continue to provide topical articles and industry news through this channel in the coming year. Moreover, all issues published so far are available in German and English in the Newsletter Archive at the PFI website. We wish you a happy and relaxing holiday season and a
good start to a successful 2015. Dr. Kerstin Schulte P.S.: By the way, PFI will be open for business during the week between Christmas and the New Year. |

Biocide Directive − Relevance for the Footwear Sector Since the adoption of EU Regulation 528/2012 (Biocide Regulation), which replaces the Biocide Directive, treated goods, which were not mentioned specifically in the former directive, are now explicitly also included in biocide legislation. Notification duties apply for treated goods. Under certain conditions, treated goods must be labelled accordingly. So far, a degree of uncertainty has surrounded the question of when the definition “treated goods” applies to products according to the text of the Regulation. A recent information event bearing the title “Treated Goods in Biocide Legislation” held by the German Federal Institute for Occupational Health and Safety (Bundesanstalt für Arbeitsschutz und Arbeitsmedizin, BAuA) shed some light in the darkness.

REACH: Changes to Annex XIV On publication of Regulation EU 895/2014 in August of this year, nine substances formerly listed as SVHC candidates were included in Annex XIV of the REACH Regulation.

REACH: Four Phthalate Plasticisers Approach Their “Sunset Date” The four phthalates listed in Annex XIV since February 2011, viz. di(2-ethylhexyl) phthalate (DEHP), benzyl butyl phthalate (BBP), dibutyl phthalate (DBP), and diisobutyl phthalate (DIBP) will reach their scheduled sunset date on 22 February 2015 and may not be produced or used in Europe after that date, unless authorisation has been granted for the proposed use or the application for authorisation is still being processed. This prohibition applies solely to substances and mixtures, but not to products. The example of a shoe sole illustrates this situation.

In recent months the PFI physics laboratory has had to
investigate several cases of complaints arising from inadequate migration
fastness of leather and also of synthetic and textile upper materials.

RESEARCH | ||
Supplanting Halogenation Replacement of the second-greatest source of VOC* emissions in footwear production by an alternative method for pretreatment prior to cementing, such as plasma or UV treatment, requires development of a control system for reliable and continuous monitoring of the quality of pretreatment during production. That is the goal of the PFI research project entitled “Development of UV- and Plasma-based Surface Pretreatment with NIR Spectroscopy for Process Monitoring as a Replacement for Halogenation Prior to Cementing with Dispersion Adhesives”.
